
RWA recently completed a Rural and Agricultural Lands Study for Hendry County. As part of this project, RWA delivered an initial Major Issue Report that addresses current issues related to the rural lands and the agricultural industry in Hendry County. Additionally, RWA has been tasked with recommending comprehensive Plan Goals, Objectives, and Policies (GOP’s) that would establish a rural lands framework aimed at protecting environmental resources, maintaining a viable agricultural industry, directing growth to appropriate areas and protecting rural character and quality of life.
RWA will produce a final report analyzing rural issues and will provide GOP’s that will serve as a blueprint for the development of baseline regulations and a voluntary “Tiered TDR Program”. The recommended GOP’s will provide the processes and requirements for landowners to follow and consider when developing property within the County’s rural area. The Rural Area Plan will ultimately result in Land Development Regulations detailing a countywide transfer of development rights program, rural residential and roadway design standards, mixed use districts, clustering and open space provisions, as well as design guidelines for new towns, urban villages, and hamlets. The contract has recently been amended to assist the newly created Rural Lands Ad Hoc Committee in formalizing the policy recommendations from the Plan before being submitted to DCA as part of Hendry County’s EAR-based amendments to the Comprehensive Plan.
