
Utilizing data collected by a team of professional consultants, RWA, led by Robert Mulhere, developed Comprehensive Plan policies and Land Development Regulations (LDRs) for the County’s Rural Fringe and Rural Stewardship Areas (RLSA) Program. RWA coordinated the gathering and analysis of eastern area statistical data. Upon completion of the analysis, appropriate GOP’s were written in an effort to protect wetlands and habitat for listed species; enhance the economic viability of agricultural land, and identify land suitable for possible conversion to other uses.
Mr. Mulhere and RWA were responsible for the coordination and creation of a “TDR” section designation in the Eastern LDC. Also clearly defined “by-right” density increases, allowing qualified RFMUD’s and TDR’s to ‘urban in-fill’ and address affordable-workforce housing. Scope included attendance of planning meetings; public meetings, briefings, and workshops; coordinated preparation of the appropriate amendment language, and developed design standards with sufficient detail for FY 2004 implementation; and prepared final application, and provided support for successful acquisition.
