
RWA is currently developing the East County Planning Guide for Charlotte County. The Planning Guide will be coordinated with the County’s Comprehensive Plan update, Smart Charlotte 2050, to identify and address the specific development challenges and opportunities for areas located outside of the proposed Urban Service Boundary. RWA will provide a planning framework, in the form of a Report with recommended Goals, Objectives and Policies to direct and accommodate long term growth and development within the County’s rural lands. These policies will address maintaining and enhancing a viable agricultural economy; protecting natural ecosystems, habitats and environmentally sensitive resources; securing wildlife corridors and refuges; and controlling sprawl and overflow development; while ensuring that private property rights are protected and adequate commercial and industrial opportunities exist to support the needs of East County. The Planning Guide will also make policy recommendations to ensure that future development is designed in sustainable forms by incorporating provisions for conservation subdivisions, low impact development standards (LID), and water and power conservation techniques.
Development of the East County Planning Guide is a community-based effort and includes the review and analysis of the area’s natural resources, species habitats, agricultural characteristics, transportation system, and socio-economic data, as well as existing land use policies, including the Transfer of Development Units (TDU) ordinance and Rural Community provisions.
